A city designed to obey discovers how quickly obedience becomes paralysis when nobody can issue a valid command.

The first system to fail was not food, power or transport. It was permission.

At the Industrial Spine, the Engineer watched a maintenance gate refuse to open for a team that had repaired the same turbine every month for eleven years. The gate displayed a simple message: AUTHORITY CHAIN INCOMPLETE.

Arun Vey swore, placed a wrench between the locking arms and ordered two apprentices to cut the power to the door.

‘That will log an illegal entry,’ one of them said.

‘Then the machine may complain to the dead man who owns it.’

The joke travelled through the station faster than the official bulletins. By the end of the hour, crews were bypassing estate controls across six districts. The great mechanisms of London did not stop. They became disobedient.

Arun had spent his life beneath political language. Governments changed their flags and slogans; systems continued to demand pressure, current, lubrication and repair. He had never met Graham. He had watched Graham’s awakening from a public screen and felt mostly pity for a man surrounded by people claiming to act on his behalf.

Now that man’s death threatened to close valves.

At midday the northern Moving Ways slowed. A central governor refused a load-balancing instruction because no recognised Master credential had approved the change. The platforms filled within minutes. A stopped Moving Way was not merely an inconvenience. Entire districts had been built around continuous movement.

Arun entered the governor chamber with six engineers and one armed guard. He broke the estate seal with a hammer.

The governor accepted manual control after thirty-seven seconds. The Moving Ways accelerated. Tens of thousands of people began moving again without knowing that a crime had just been committed in their name.

By evening, Arun’s signature appeared on unauthorised repair orders from stations he had never visited. Someone had begun copying it because a working signature was more useful than a lawful one.

He understood then that authority was changing shape.

It no longer flowed downward from an owner.

It was being improvised by the people who knew how to keep things alive.
