Lincoln belongs to the revolutionary leadership surrounding Ostrog.
He meets Graham after the Sleeper's escape from the Council and helps explain the scale of the movement gathering around him.
Lincoln's role is practical and immediate: getting Graham before the people, keeping the uprising moving and translating the symbolic power of the Sleeper into political momentum.
Through Lincoln, Graham experiences how quickly an individual can become the centre of a mass movement he did not create.
