THE MOVING WAYS STOP

At 07:12 the eastern Moving Ways slowed. At 07:14 they stopped.

People did not panic immediately. They stepped off the belts, climbed rails and tried to walk along service lanes never designed for crowds. Then the lights above the platforms changed from white to red and every public speaker repeated the same sentence: CENTRAL AUTHORITY NOT AVAILABLE.

By 07:19 the crush had begun.

Arun Vey reached the eastern junction by maintenance car. He found station officers arguing with a legal monitor while thousands pressed against closed gates. The monitor insisted that emergency routing required the Master credential. Arun unplugged the monitor.

He ordered the gates opened, reversed two belts and turned an outbound freight line into a pedestrian relief route. None of it was authorised. All of it worked.

News images showed him standing on a signal housing, shouting instructions through a brass emergency horn while people streamed beneath him. Within an hour the lower city was calling him the Engineer as though the title were an office.

The custodians sent a warrant demanding that he surrender manual control. Arun read it, folded it and used it to mark a leaking valve.

Then the power dipped.

Across the city, public screens went dark for eight seconds. Elevators stopped between levels. Air traffic lights failed and recovered. The power station had enough generation. What it lacked was permission to reallocate load across estate districts.

Arun realised the crisis was not one broken system. Every major network had been designed around the assumption that an owner or authorised trustee existed above it.

The Sleeper had become a single point of failure.

That evening, Arun issued his first public statement. It contained no politics.

‘Until lawful authority is established, the systems required to keep people alive will be operated by the people competent to operate them.’

Half the city cheered.

The other half heard a coup.
