The people who keep London alive discover they have bargaining power no constitution anticipated.
The Industrial Spine had always been visible from above and invisible in politics.
It carried power, water, freight, waste, communications and the maintenance crews who kept every polished upper district functioning. Councillors toured it in clean coats. Owners referred to it as infrastructure. The people who worked there called it the Spine because without it London would fold.
Arun called together supervisors from twelve systems. They met in a turbine hall with no chairs and too much noise for speeches.
Some wanted immediate recognition from the custodians. Others wanted guarantees of immunity for the unauthorised bypasses already made. A younger engineer proposed that they simply refuse every political instruction until the succession question was resolved.
Arun rejected that.
‘If we stop to prove we can stop, people die. That is not power. That is hostage-taking.’
Instead he proposed a compact. The system guilds would keep essential services running. In return, no authority—custodian, heir or faction—could issue operational commands without a signed technical concurrence from the guild responsible.
It was not democracy. It was not ownership. It was veto power by competence.
The custodians denounced the compact publicly and accepted it privately within six hours.
Marian Vale requested a meeting.
She arrived without an escort and spent two hours walking the Spine with Arun. He showed her pumps older than her family’s claim, workers sleeping beside switchboards, and a freight balancing room where three clerks were manually replacing an estate algorithm.
‘If I accepted the inheritance,’ she asked, ‘could I order you to restore the old controls?’
Arun looked at her.
‘You could order it.’
‘Would you obey?’
‘No.’
Marian nodded, almost relieved.
Before leaving she said, ‘Then perhaps the city is already less owned than the papers say.’
Arun watched her go and wondered whether that made her safer or more dangerous.
