A GOVERNMENT OF CUSTODIANS

The custodians began as a committee and became a government by the second week.

They controlled the public bulletins, the courts, the central food exchange and most of the old Council House. They claimed no sovereignty. Every decree began with the phrase PENDING FINAL SETTLEMENT.

Temporary power, Marian noticed, required an astonishing quantity of stationery.

She attended one session as an observer. The custodians sat where the old Council had sat and complained about the disorder caused by people acting without permission. Arun’s engineers were called irresponsible. Nara’s assemblies were called inflammatory. Eliza’s open archive was called dangerous.

Marian asked what the custodians intended to do about the black-seal network.

Silence followed.

At last one member admitted that some black-seal commands had been useful. They had restored access to systems the government could not otherwise reach.

‘So you are using the thing you publicly describe as sabotage,’ Marian said.

‘We are using whatever keeps the city functioning.’

‘Then you and the saboteurs are now distinguished mainly by stationery.’

The remark escaped the room and became famous by evening.

Outside, the custodians were building legitimacy through necessity. People accepted ration cards because they needed food. Engineers accepted temporary warrants because they needed fuel. Judges accepted emergency jurisdiction because disputes did not stop merely because constitutions failed.

Marian understood the temptation. Order arrived disguised as a sequence of practical exceptions.

She also understood why the custodians wanted her signature. A living Heir could make their provisional acts look lawful.

They placed the succession document before her again.

This time Marian took the pen.

Every person in the room leaned forward.

She drew a line through the word OWNER.

Then she returned the document unsigned.
