THE CITY DIVIDES

The division did not follow streets.

A single building might receive food through the custodians, power through Arun’s compact, legal advice from Marian’s succession office and political instructions from the district assembly.

People carried different passes depending on where they were going. A worker could be lawful in one lift and unauthorised at the next platform.

Maps became political objects.

The custodians coloured the city by administrative district. Nara’s organisers mapped assemblies. Arun mapped systems. Rook mapped air corridors. Eliza mapped provenance and control histories.

Each map described a different London.

Violence increased at the edges where those Londons contradicted one another.

Black-seal groups occupied two relay stations. Custodian police attempted to retake them and discovered that the local engineers had already disabled both sides’ access. In the Lower City, a crowd prevented an arrest by simply surrounding the police and refusing to move.

Marian began issuing no orders at all. Instead she published legal opinions stating which estate claims she would refuse to enforce.

It was negative power, but it mattered.

One morning every public screen displayed the same symbol: a sleeping eye beneath a black sun.

Then Graham appeared again.

This time the image was not a forty-three-second recording.

It spoke live.
