The sheet from the fire contained no signature.

It described a protocol older than the black seal and newer than Graham’s original estate papers. Eliza recognised phrases copied from trustee manuals, but the document itself appeared in no catalogue.

It named the Master hierarchy as a continuity device rather than a legal necessity. The trustees had built a hidden rule into successive systems: if no recognised owner existed, the network would seek one.

Not a person. An identity.

The purpose was simple. Public systems had become so dependent on the estate that the trustees feared a succession failure could destroy the government. So they taught the infrastructure to prefer any valid Master over no Master at all.

That was how the second Graham had authenticated.

That was why the UNKNOWN identity had been accepted.

Arun read the protocol and looked physically ill.

‘We thought the owner controlled the systems,’ he said. ‘The systems were designed to create an owner.’

Marian saw what it meant for her claim. Even if she refused the inheritance, the city’s machinery might continue searching for a substitute.

Nara asked the question nobody else wanted to ask.

‘Who wrote this record?’

Eliza could not answer.

At the bottom of the page, beneath the word UNKNOWN, a sequence of numbers corresponded to maintenance tunnels under the first Hall of the Atlas.

They entered at dawn.

The chamber beneath the hall contained no throne, no secret government and no surviving conspirators.

It contained a machine.

A nineteenth-century brass key hung inside a glass case beside it.

The label was handwritten.
