Arun Vey
Leaves the restricted northern repair in Sela's care to help East Exchange. He coordinates local answers without acquiring universal restart authority. Public attention nevertheless makes passengers seek his override of other stewards.
Retain the established Engineer face. A future scene should show him listening at the crowded exchange, not another posed balcony portrait.

Mina Serr
Steward at East Exchange. Organises controlled entry into an attended walking passage, distinguishes arrivals from exits, and supplies current local conditions. Her voice is heard behind Arun's news image while she remains outside its frame.
No portrait commissioned. Hands-on exchange steward with chalk on her jaw, a brass speaking horn and tired arms. Show public work, not ceremonial dress.
A2-CHAR-TAAL · Character
Oren Taal
Duty power dispatcher. Has generation available but lacks a current agreed load plan. Coordinates a limited supply for ward pumps and exchange lighting, leaving occupied passenger drives stopped.
No portrait commissioned. A different silhouette and setting from the Engineer: dispatcher beside receivers and power-room indications, not an operational wiring diagram.

Coordinates supply from municipal clearing. Finds and confirms a lower receiving court for divided meal loads. Reports that the general noon grain renewal has not been recognised; local emergency releases do not solve the whole programme.

Reva Tern
Challenges the costs of leaving routes stopped, then works with the crews and supply desk. Withdraws obsolete parts of an earlier restoration direction and supports a statement naming actual reporting points.
Keep her cracked spectacles from Chapter 2 in future continuity. No new portrait is included here.

Sela Orm
Remains at the northern return house with Ivo. The worn coupling still needs replacement and qualified labour. Calls for responsible crews to meet after relief reaches the occupied stations.
She is not physically at East Exchange in this chapter. Do not insert her into the evacuation scene.

East Exchange
A three-level exchange around an open well. Three incoming Ways hold after route settlement fails at noon, creating a crowd obstruction. One woman dies following the crush. By mid-afternoon conditions have improved, but normal passenger service is not restored.
Future wide ensemble: layered stopped belts, an open well, broken goods-counter glass and attended walking lanes. Do not depict a triumphant fully restored station.

Eastern Freight Gallery
Repurposed as a staffed pedestrian and medical passage after waiting carts are held outside. Its apparent emptiness is not spare capacity: it was also needed by food dispatches. It remains closed to ordinary freight.
Low, human-scale composition of the gallery and trestles; no reversed running belt or unguarded crowd shortcut.

Lower Receiving Court
A loading court with a ramp to district kitchens, confirmed by a runner and kitchen porters. It accepts divided loads on handcarts, not the large carriers waiting at the exchange.
Future place study: sacks passed by hand on a ramp, modest capacity, porters at work. Do not invent a restored automated distribution hub.

Expired Route Settlement
Editorial name for the cross-junction allocation failure. Existing protective systems hold incompatible movements. Generation remains available, but old route and load assumptions no longer describe occupied platforms.
Use a clearly editorial typeset study rather than an invented engineering schematic or real-world bypass instructions.

The Exchange Speaking Horn
A brass horn used first by Serr and later Arun to give audible directions. The public image of Arun holding it contributes to his emerging reputation. Possession of it is not legal authority.
A future text-free object master can isolate the worn horn with part of the broken counter; no engraved title, sigil or card statistics.

Arun marks the actual occupied junction and gallery on the old wall map. Reports are checked against people at the locations; asking what uses a route replaces ambiguous open/closed reports.

Revised Restoration Direction
A delayed direction to restore normal routing reaches the exchange after conditions have changed. Tern withdraws obsolete parts on the live line; current restrictions are recorded on the reverse rather than destroying the old order.

The Eight Seconds
An eight-second lighting interruption reported by Taal follows a failed balancing attempt and increases crowd uncertainty. The chapter observes the exchange, not a verified simultaneous blackout of all London.
No explosion or global blackout is established. A timing plate must identify the eight seconds as the dispatcher's report, not a measured graph.

The Exchange Statement
Arun reads named responsibilities, receiving points and review limits, and includes the death without naming the woman. His statement refuses universal restart authority, while the edited public image still encourages demands for his personal override.
Separate the full statement's limits from the image caption THE ENGINEER. No claim that all media carried the complete statement or that the custodians declared a coup.

Supports a bounded alternative route during disruption by committing this Figure to remain in place. The benefit costs both attendance and ordinary throughput.
Design question: Use an existing once-per-turn movement window; test what happens if the attendant leaves before movement resolves.
Can challenge a previously declared instruction using a changed public condition. Preserve an opportunity to respond rather than creating retroactive unrestricted cancellation.
Design question: Name the exact declaration window and eligible target; do not infer a new reaction window from the fiction.
Explores the tension between a Figure's visible reputation and a local limitation. Any temporary influence benefit should carry a visible responsibility or restriction.
