Arun helps turn emergency coordination into an overnight compact. He retains responsibility for his earlier load approval, yields the coupling transport to a ward crew and recognises that technical judgement does not settle public priorities.

Sela Orm
Sela attends after relief reaches the north. She makes rest, travel and review part of the work assignment rather than optional promises. The coupling remains under observation.
A future scene should emphasise her chair beside the resting rigger and her annotations on the roster, not an aristocratic portrait.
A2-CHAR-TOSK · Character
Beren Tosk
Foreman of a depleted mobile lifting crew. He brings competing orders and tackle, insists that fatigue limits capacity, and accepts specified work rather than every request. A contractor supplies an incoming replacement pair; the sleeping rigger is not forced back to work.
New Figure concept: lifting tackle set carefully on the floor, a work belt removed to eat, a crew foreman beside a resting colleague. No new painted master yet.

Systems Clerk Holt
Holt brings food, records the qualifications to the compact, arranges Marian and Leda's visit through a household service inquiry, and prepares copies for both operating and receiving places.
Keep the established municipal role; do not portray her as an estate owner or military commander.
A2-CHAR-TERN · Character
Reva Tern
Tern distinguishes technical constraints from allocation choices. She accepts the compact only for specified emergency supply work within the custodians' current remit, subject to morning review; she cannot make permanent law or grant judicial immunity.
Cracked spectacles and a dispatch list are established details. The shared bench, not a throne, anchors her role.

Mina Serr
Serr attends after handing East Exchange to relief. She insists receiving places must be able to correct reports and reminds the meeting that passengers and households are not fully represented by either crews or custodians.
The brass speaking horn rests at the bench. Avoid repeating her emergency pose from Chapter 6.

Oren Taal
Taal participates remotely from his power desk. His agreement names the incoming dispatcher as well. He points out that independent technical review also requires a real available crew.
He is not physically present in the turbine hall. Show a receiver or remotely attributed agreement rather than adding him to the ensemble.
A2-CHAR-MARIAN · Character
Marian Vale
Marian visits with Leda to understand a household service problem and the estate's role. She remains an unconfirmed succession candidate, does not approve the compact, and accepts that her household must wait behind a building without a working tap.
Her plain coat and wet hem are on-page details. The ceremonial Heir concept is not her costume here.

Leda Fenn
Leda accompanies Marian with repair tools, describes the cistern part and accepts a temporary delay because another occupied building has no working tap. She continues to acknowledge the household's own interests.
A practical repair worker with a small tool case; she is not Marian's servant or estate representative.

Fourth Turbine Bay
A cleared former turbine bay along the Industrial Spine hosts the meeting. Three turbines remain behind a partition. It has a packing bench and a receiver; it is not the control room for all London.

Three Urgent Orders
The same depleted crew is requested for the northern coupling, a drainage hoist and a ward lift. The word urgent cannot create capacity or decide between their consequences.

The roster records jobs, people, travel, rest and review together. Duplicate assignments are corrected, unstaffed work stays unaccepted and missing receiving voices are not treated as assent.

The Unrepresented Receiving Court
A lower-district kitchen porter arrives late because the serving line could not be left. Her court's delivery has been delayed by a carrier reassignment; its consultation line is blank. She challenges who agreed on its behalf. She is unnamed and not identified as Nara Venn.
Future ensemble scene: empty food carrier placed among the tools at the shared bench. Do not turn the porter into a villain or a named leader without later prose.

Beren Tosk, Lifting Foreman
Commit a Figure to one repair job at a time. Its assistance has a real duration or opportunity cost; the same worker cannot support several sites simultaneously.
Unresolved: Use existing exhausted or committed states only after checking current rules. Prevent reassignment loops that give repeated repair benefits.
Preserves a declared assignment and its limits. It may reward completing a committed task before reassigning the Figure, not provide free repeated readying.
Unresolved: Can completion and expiry be represented using an existing turn window without introducing a second labour economy?
A temporary shared benefit depends on specified participating Figures and an expiry visible to both players. It is neither permanent ownership nor unlimited protection.
Unresolved: Define what happens when a participant leaves play, and whether the benefit expires before a victory declaration can be held.
Challenges a declared shared authority effect through one clear target or review condition. It should create counterplay, not a universal cancellation of all agreements.
Unresolved: Which current effects count as an eligible declaration, and what evidence or cost is needed to challenge them?
Trades an immediate local benefit for a constrained later one, reflecting the cost of yielding a scarce part rather than treating refusal as a free reward.
Unresolved: Make the delayed benefit bounded and avoid a repeatable loop from postponing a cost that never becomes payable.
The meeting follows the afternoon exchange emergency, after relief reaches the occupied stations; this is the first night after Graham's fall.
The northern coupling is still not replaced. Its transport is deferred; the ward repair is arranged but not shown complete.
The overnight compact is not a permanent charter, citywide consent or a guarantee of immunity. Some participants withhold signatures.
Receiving-station consultation is required in principle but fails for one court in practice. Carry that failure into Chapter 8 rather than calling this a final democratic settlement.
Taal participates by receiver; Ivo remains with the northern relief. Marian arrives with Leda, not alone or under a newly accepted title.
Marian has not accepted the inheritance, appointed the return office or donated the public estate. Her opinion is not needed to validate the compact.
Schedule Nine's continuing force and coverage remain under examination. The earlier unnamed request, Ostrog's fate and UNKNOWN remain unresolved.
The ventilation supervisor and kitchen porter remain unnamed. Their motives are not established as sabotage or opposition to keeping people alive.
The novel creates narrative artifacts, not new approved game types or final card mechanics.
