THE STRUGGLE IN THE COUNCIL HOUSE

The cry travels along the Moving Ways ahead of Graham: every person to their ward.

Men and women in blue pour up from workplaces and lower passages. Some hurry toward neighbourhood arsenals established during the first revolt. Others pursue Labour Police or shout instructions in the thick dialect Graham still struggles to understand.

One phrase needs no translation.

Ostrog has betrayed us.

The strategist who mobilised the population against the Council is now being named as the new enemy.

Graham's plan is less clear than his anger.

Part of him imagines finding a platform and appealing directly to the crowd. Another part wants to confront Ostrog face to face and take control of the government.

Asano urges him toward the Council House. Ward leaders and communication systems will gather there. Graham's strength lies not in being one more voice on the Ways but in appearing at the centre of authority.

The direct route across the ruins is blocked, so Asano leads him into the central post office.

The post office is nominally functioning, but blue-clad workers have stopped to watch the movement outside.

Here Graham reveals his identity. The disguise has served its purpose; now the legend must open doors.

Attendants stare at the ordinary-looking man who claims to be the Sleeper, then hurry to obey.

A cable cradle carries Graham and Asano over the wreckage toward the Council House.

The government district has changed since the surrender.

Temporary pipes capture water from ruptured mains. New cables lace the sky. Cranes and building machines move among shattered masonry.

The restored Moving Ways run briefly under open sky where roofs and walls were destroyed.

Crowds stream from the enclosed city into sunlight and gather around the white building, demanding order and arms.

Graham enters the antechamber that Howard led him through only days earlier.

He crosses into the Hall of Atlas and confronts the same giant figure beneath which the White Council debated his fate.

Part of the wall has been torn away. A sheet of transparent material covers the opening, muting but not excluding the roar of the people outside.

The old seat of power is becoming a construction site before the new power has been settled.

Ostrog appears with Lincoln, guards and officials.

Graham accuses him of disobedience and announces that he has returned to take affairs out of Ostrog's hands.

The conversation does not remain ceremonial for long.

Ostrog's men close around Graham. The Master discovers that a legal title cannot stop an armed guard from seizing his body.

For a brief period, Graham is again a prisoner in the building that first confined him.

Ostrog attempts to control the hall while the crowd presses closer outside. The transparent wall allows workers on the scaffolding to see enough of the confrontation to understand that the Sleeper is being restrained.

The news passes outward.

The people do not wait for a formal explanation.

Workers and armed supporters break into the structure.

The struggle spreads through stairs, galleries and scaffolding. Graham is pulled free amid confusion while Ostrog's position collapses around him.

The revolutionary leader does not surrender.

He reaches a monoplane and launches from the surrounding works as fire rises too late from the crowd.

The machine clears the buildings and escapes toward the flying stages.

Anger at Ostrog's escape quickly turns back toward Graham.

Every face waits for instruction. The ward leaders who helped rescue him no longer have a strategist standing between themselves and the Master.

Until this moment, someone else always ruled for Graham: the Council, Howard, Lincoln or Ostrog.

Now the legal owner, public symbol and political leader occupy the same body.

His puppet reign is over.

Graham is king indeed—and the responsibility is immediate.
