The constitutional vote separates central council, district representation, essential-systems governance, archive provenance duties, unified air command and a continuing central emergency office into distinct questions rather than one all-or-nothing package.

A one-use voting credential contains eligibility and district assignment but no MASTER, TRUSTEE, CUSTODIAN, WORKER or PUBLIC authority class. It expires after the vote and is barred from migration into the permanent identity service.

Unified operational air command survives for active defence and declared missions, but civilian authority creates missions and the standing command arrangement requires renewal every thirty days.

A continuing central office for temporary cross-system emergency orders wins the citywide vote but fails the district-majority threshold. The rejected proposal remains in the published annex rather than being erased.
Constitutional record · A2-OBJ-RATIFIED-CHARTER
The authenticated charter assembles only the approved clauses, preserves rejected proposals and correction history, and becomes effective through distributed publication and provenance authentication rather than one master copy.

The vote creates legitimate governance sources but does not instantly migrate the remaining public-land and identity-administration dependencies. Arun deliberately leaves the count at three overnight.
