Continuity locks
- Chapter 13 begins after Chapter 12's public proof process; the Schedule Nine text is supported within its surviving chain but present legal scope remains unresolved.
- Thirty-one districts sending delegates does not equal complete representation. Empty mandates and absent districts remain visible.
- Nara has no automatic citywide mandate and rejects the map label Organiser's Square as an official name.
- Marian may consider narrowly instrumental succession to move covered assets out of the estate, but she does not accept general ownership and cannot yet answer who should receive transferred assets.
- The five working groups are water, transport, food, archives and law. The proposed security group is explicitly not created.
- Existing custodial offices and engineering crews continue to participate without the square absorbing them into one government.
- The western explosion kills eleven confirmed people by midnight, including Seben Roe. Do not inflate the casualty count without later evidence.
- The black wall mark is documented as present before the explosion. That does not prove who painted it, who ordered the attack or that the black-seal network caused it.
- No evidence here identifies Ostrog, vindicates the custodians, implicates Marian, or links the attack to the maker of the false Graham recording.
- Marian leaves before the explosion because Ansel's shoe splits and they seek a car; rumours of advance warning are false within the chapter's evidence.
- Chapter 14 must inherit a city shaken by the attack and a civic assembly whose procedures are damaged but not erased.
